Budget Analyst

Under general supervision, an employee in this class performs routine budget preparation and analysis in the preparation of budget requests for a large department or agency.  Work is reviewed by a Senior Budget Analyst or department head through discussion, reports and observation of work in progress and upon completion.  Does related work as required.<ul><li>Assists in the preparation of departmental budget estimates and justifi­cations<li>Analyzes program plans of operating agencies and departments utilizing workload trends, cost factors, cost data from prior years and character and quality of services provided<li>Assists supervisors in the preparation of plans for program changes<li>Reviews and summarizes accounting control reports<li>Prepares reports and summaries<br> </ul><ul><li>Good knowledge of the principles, practices, methods and techniques of public administration, public finance and budgeting<li>Good knowledge of statis­tical methods and of modern office practices<li>Ability to read and interpret written instructions and to accept general direction<li>Ability to analyze facts and to exercise sound judgment in arriving at conclusions<li>Ability to keep records and prepare and submit reports<li>Ability to implement and analyze computer ledger sheets<li>Ability to express oneself clearly and concisely, both orally and in writing<li>Physical condition commensurate with the demands of the position</ul><u>OPEN COMPETITIVE</u><br>Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in Public Administration, Business Administration, Finance, Accounting or a related field, and one (1) year of experience in budgetary review and preparation.<br> <br><u>NOTE</u>:  Relevant additional education from a New York State or regionally accredited college or university will be substituted for experience on a year-for-year basis.<br> <br><u>PROMOTIONAL</u><br>Two (2) years of permanent competitive status as a Budget Technician.
